That's the main system used by the central Con organizers and yes its more than a little byzantine and not as generous as one might hope. However, the form Jenskot linked to is the one for the Indie Explosion, a sort of sub-event within Dexcon for promoting non-mainstream games which gives you more for the effort.
I just submitted six offerings (3 games, each to be run twice):
Stars Without Number, SUPERS! and
Barbarians of Lemuria. Which is an interesting change for me, as I'm not trying to leave time for playing anything (the last Dreamation demonstrated, when strangers are involved, how much more I enjoy being a GM than a player). Oh, I'll also likely be carrying my T&T kit for on-the-fly tunnel-running.
Now I've got to start delicately asking around for room-sharing.
