That's the main system used by the central Con organizers and yes its more than a little byzantine and not as generous as one might hope. However, the form Jenskot linked to is the one for the Indie Explosion, a sort of sub-event within Dexcon for promoting non-mainstream games which gives you more for the effort.
I just submitted six offerings (3 games, each to be run twice): Stars Without Number, SUPERS!
and Barbarians of Lemuria
. Which is an interesting change for me, as I'm not trying to leave time for playing anything (the last Dreamation demonstrated, when strangers are involved, how much more I enjoy being a GM than a player). Oh, I'll also likely be carrying my T&T kit for on-the-fly tunnel-running.
Now I've got to start delicately asking around for room-sharing.
